The awareness of the risks our cities are facing is high and the urgent need for urban resilience and cities? adaptation to climate change is widely recognized. 79% of cities are noticing changes in natural hazards, temperatures, precipitation and sea level rise affecting their communities, according to a study conducted by the Massachusetts Institute of Technology (MIT) and ICLEI ? Local Governments for Sustainability. The study found that 68% of cities are engaging in adaptation planning, with 19% having done a risk assessment and another 19% planning to do one.

&quot;Cities need to build resilience, not only to climate impacts but to all kind of potential shocks and crisis&quot; - Konrad Otto-Zimmermann, Secretary General of ICLEI.

As the third Resilient Cities congress unfolded in Bonn over the past three days, it became clear that cities have huge challenges to deal with. These challenges can only be solved if cities develop integrated urban solutions based on solid risk assessments. The implementation of solutions depends on access to funds and attracting private investment at the local level, as well as ensuring that people in the local community are part of the solutions.
What do cities need to reduce risk and become more resilient?
They need the right tools, knowledge and capacity to do solid risk assessments to identify the most effective actions to counter risk. David Dodman, Senior Researcher at the IIED said: ?Effective disaster risk reduction and adaptation is offering development opportunities in the short-term and reducing vulnerabilities long-term?. Cities need guidance and exchange on assessing the tools on how to plan for resilience. At Resilient Cities 2012 UNISDR launched the handbook ?How to make cities more resilient? for local government leaders. Margareta Wahlström, congress patron and Special Representative of the UN Secretary General for Disaster Risk Reduction, said: ?Cities told us they needed an  easy to use, accessible tool to help them to get started with adaptation planning. So that is what we have put together?.

Cities also need national governments and international institutions to acknowledge the scale of the local adaptation challenge, and provide an enabling, participatory policy framework. ?Communicating risks and the need to deal with them to both national decision makers and local communities is a priority for cities and local governments to rally support for much needed local action?, said Violeta Somera-Seva, Senior Advisor to the City of Makati, Philippines.

Cities need direct access to global funding and more innovative, needs-based bottom-up financing mechanisms. Daniel Wiener, Chairman of Global Energy Basel, pointed out that climate and adaptation finance needs a reform of the global finance framework. The Environment Mayor of Copenhagen, Denmark, Ayfer Baykal, underlined: ?Resilience is a great market opportunity, as cities are the customers of innovative solutions from the private sector.?

Assessing risks and mainstreaming resilience into urban planning are also essential elements to create a more certain framework for private investors and funding at the local level. Cities are complex social and economic hubs requiring equally complex planning. Infrastructure constitutes the backbone of a city and it needs careful planning and management to ensure the city can operate in a smooth, sustainable and resilient way. There are many aspects to this but the role of city logistics was highlighted as an often neglected one. ?Local governments face the challenge of balancing consumers? increasing appetite for goods and services within cities, with increasing scarcity of supply and the need to respond and react to unforeseen shocks to the system. Good logistics principles become part of the system that balances these demands?, said Martin Brown, Program Director, CityLogistics, Deutsche Post DHL.

Last but not least, cities need to tap into the local knowledge and capacity of their communities to deal with and mitigate the risks they are facing.  ?There is no resilient business without resilient communities?, said Peter Gruetter, Distinguished Fellow at Internet Business Solutions, Cisco Systems.

Disaster losses in many low-and middle-income countries are likely to rise faster than economic growth unless governments change their economic policy to take account of increasing disaster risk, warns a new guide from climate experts.

Damage caused by disasters, such as floods and earthquakes, is outpacing wealth creation and efforts to protect people and assets in many places, according to the briefing from the UK-based Climate and Development Knowledge Network.

&quot;Economic exposure to disasters is increasing faster than per capita gross domestic product (GDP), and the impacts of climate change on the severity and frequency of hazards will accentuate existing trends in disaster losses in the future,&quot; it says.

&quot;While support for effective disaster relief and recovery must remain, there should be a greater emphasis on proactive efforts to reduce risk, based on comprehensive risk assessments and the integration of risk-reduction measures into national economic and development planning,&quot; it adds.

The study notes that 2011 was the costliest year on record for disasters, with estimated global losses of $380 billion. The most expensive events included the Japan earthquake and tsunami, floods in Thailand which affected industrial areas, and extreme weather in the United States.

Average global economic disaster losses have risen by 200 percent over the last 25 years adjusted for inflation, the paper says.

China, Japan and South Korea have said that North Korea?s plans of becoming the third nuclear power in Asia are unacceptable.
On May 13, South Korean president, Lee Myun-Bak said that the three countries are totally against North Korea?s nuclear aspirations.
?Our three countries have agreed on the fact that we will not accept new nuclear tests or further provocations of North Korea,? said the South Korean president after a trilateral meeting in Beijing.
The Korean president met Chinese premier Wen Jiabao this Sunday along with Japanese PM Yoshihiko Noda for a one-day summit in which most of the discussions were devoted to North Korea and its nuclear and space program.
The United States and its allies, including South Korea suspect Pyongyang of wanting to conduct a nuclear test following the failure of its rocket to launch on April 13. North Korea claims that the rocket was not a nuclear warhead but West has denounced
 these claims.
As things stand, Beijing in North Korea?s only ally and serves as Pyongyang?s economic buoy.
However, shortly before the trilateral meeting, Chinese Premier warned that Asia was facing a ?volatile and uncertain? situation.
?The regions of north-eastern Asia and East Asia are facing unstable elements which are uncertain and difficult to predict. In these crucial times, it is essential to maintain regional peace and development. China, Japan and South Korea should exchange their
 opinions on topics of mutual interest and strengthen coordination,? said the Chinese Premier.

            <description>Shahid Khan Afridi, the renowned al-rounder and former skipper of the Pakistan cricket team, vowed to second Mohammad Hafeez in the T20 format.
He is sulking being ignored for captaincy after the Pakistan Cricket Board (PCB) decided to stick with Misbahul Haq for the Test and One-day format while handing Mohammad Hafeez the top slot for the shortest format of the game.
Afridi was a strong candidate to replace Misbah but the PCB went otherwise for long time planning. The Boom-Boom player announced his retirement from Test cricket one match into his comeback in 2010.
He issued a conditional retirement last year in protest of the PCB stripping him of captaincy in One-Day Internationals and Twenty20s.
While speaking to the media Afridi observed, ?No doubt leading a national side is a big honor,? Afridi, who has played 342 ODIs and 48 Twenty20s. But I have no complaints and am ready to play for Pakistan under any captain whether it is Misbah, Shoaib Malik or Hafeez. I wish Hafeez the best of luck with his role. I have supported him in crisis before and he will have all my support as the captain again?.
He was of the opinion that these players had played under him and he had no issues playing under them, adding that is aim is to play for his country which is a huge honor.
The legend hitter was of the opinion that he was not desperate for captaincy and he was only concentrating his performance for the Sri Lankan tour. He observed, ?I had a bad series against England but I recovered in the Asia Cup. Now I am looking for an improved show and eyeing key contribution for Pakistan?.
The former skipper asserted that he was working hard and never misses his training. Expressing hopes, he said that he will perform well against Sri Lanka. He also endorsed decision of the PCB for announcing separate teams for all formats.
Afridi earned the man-of-the-series award in the ODI series against Sri Lanka in the UAE, which was his first tournament after reversing his conditional retirement.
He also exhibited an all-round match-winning show in Sharjah where he scored a half-century and took five wickets.

Economic degradation and climate change pose the greatest systemic threat to Asia?s long-term economic security and prosperity, a senior ADB official has warned.

Most vulnerable are low-lying regions of Southeast Asia faced with rising sea levels, routine flooding, and the destruction of agriculture by increasingly turbulent weather leading to food insecurity.

Up to 6.7% of gross domestic product (GDP) will be wiped off the economies of Indonesia, Thailand, Vietnam and the Philippines by the end of the century unless governments tackle or adapt to climate change, Bindu Lohani, vice president, knowledge management and sustainable development, told Emerging Markets.

?The most immediate short-term threat to Asian economic growth is global uncertainty. But in the longer term the greatest challenge to Asia is undoubtedly from climate change,? he said. ?Studies show that the impact [of a changing climate] will be more extreme here than in any other part of world.?

Marred by the persistent global financial crunch, the world seems disregarding a number of its previously held ideals. The phenomenon of lingering economic downturn has made it believe that fiscal recovery is perhaps mutually exclusive
 with societal welfare, environment protection, quality service delivery and inclusive growth.
These believes have only been paved and strengthened by a defaulting Italy and its uncertain and economically faltering European allies like&amp;nbsp; Portugal and Spain, that are on the verge of witnessing a similar fiscal fate. However,
 even under these challenging monetary times, there are countries that are capable of heading their way to a recovery that is robust in nature and resilient to the economic shocks that rendered the world economically annihilated in the past.
Led by Brazil, India, China and Singapore, these countries have the roots to their economic recovery and ever increasing prosperity in the emerging concepts of good governance. Good governance, although not a new idea, refers to
 a participatory decision making process where efficient utilization of resources is ensured, quality of service delivery is guaranteed and, transparency and accountability are emphasized.
Building on their newly realized strengths, the Asian countries are emerging as the new economic leaders of the world. And the focus of this economic boom is concentrated in the South Asian region. Nevertheless, for not being evenly
 distributed, this economic rumble faces the inherent threat of being unsustainable in the long run. For making it sustainable, it is essential that the core idea around which this economic progress revolves must be spread and emulated in the entire region,
 and for this purpose, there could be no better platform than the South Asian Economic Summit (SAES) to which all the regional countries are looking forward to for the panacea that may address their persistent economic and social challenges.
Considering the fact that the idea of good governance in the modern day world finds its foundation on the concepts of Social Accountability, this year?s SAES ? being hosted by the Sustainable Development Policy Institute in Islamabad,
 Pakistan, has devoted a full fledge panel on ?Social Accountability as Catalyst for Inclusive development in South Asia.?
As evident from the name, the panel intends to deliberate on role of social accountability in improving governance and increasing the development effectiveness while taking on board the marginalized sections of the society. The
 said panel will comprise of three research paper presentations from South Asian representatives followed by a brief questions and answers session and remarks by the moderator.
For a wider dissemination of the invaluable research work shared at the occasion, the panel proceedings will be aired live on Sustainable Development Television (SDTV) along with the local and national level television networks
 and coverage by the national newspapers and the international media. Moreover, the research papers will be published in form of a book that will briefly encapsulate findings of the entire event for academic facilitation.
