For his part, the President of the European Commission Jose&amp;nbsp;Manuel Barroso, has warned that the commitments made ??by&amp;nbsp;Greece&amp;nbsp;in return for a second plan&amp;nbsp;cannot be changed, while ensuring that the country wants to maintain its place in the euro zone.

            <title>Rapport: Danmark markant dårligere end nabolande</title>

            <description>ILGA-Europe offentliggjorde i denne uge et opdateret regnbuefarvet Europakort sammen med resultatet af den første undersøgelse af LGBTI-situationen i Europa, og Danmark klarer sig ikke særlig godt.

Skal man udelukkende vurdere vilkårene for Europas LGBTI&amp;#8217;er ud fra det regnbuekort, der netop er blevet opdateret af ILGA-Europe, så ER græsset markant grønnere i lande som Sverige, Norge, Tyskland, Finland, Holland, Belgien, Spanien og England.
Samtidig har ILGA-Europe offentliggjort en medfølgende årsrapport med titlen &amp;#8220;Annual Review of the Human Rights Situation of Lesbian, Gay, Bisexual, Trans and Intersex People in Europe 2011&amp;#8243;, der i detaljer beskriver de politiske forhold for LGBTI-minoriteterne i de europæiske lande.
Den overordnede konklusion på rapporten er, at ingen lande i Europa har komplet ligestilling og lige vilkår for LGBTI-personer, og ud fra en pointgivning hvor 30 er maksimum &amp;#8211; altså fuld ligestilling &amp;#8211; scorer England højest med 21 point, mens Tyskland og Spanien begge følger lige i hælene med 20 point, og Sverige kommer ind på en fjerdeplads med 18 point.
Danmark ligger med kun 9 point dårligst placeret blandt vore nabolande, som vi ellers normalt sammenligner os med, og vi har spurgt Søren Laursen, politisk talsperson hos LGBT Danmark, hvad det er der gør, at vi ikke ligger i top herhjemme.
»Først vil jeg sige, at undersøgelsen viser noget om lovgivningen i landene, ikke om situationen for LGBT-personer«, fastslår Søren Laursen.
»Når Danmark ligger så dårligt, som tilfældet er, så er det i høj grad fordi vores ligebehandlingslovgivning ikke er særlig god. Vi har en minimumslovgivning bestemt af minimumskravene fra EU. Derfor er seksuel orientering beskyttet på arbejdsmarkedet, men ikke udenfor, og kønsidentitet er slet ikke beskyttet &amp;#8211; i lovens bogstav. For man skal være opmærksom på, at i praksis er kønsidentitet alligevel beskyttet, da det fortolkes ind under køn eller seksuel orientering. Vi er i LGBT Danmark meget ivrige for at få ændret lovgivningen, så både seksuel orientering og kønsidentitet er beskyttet både indenfor og udenfor arbejdsmarkedet. Så vi er enige med undersøgelsen i, at lovgivningen er for dårlig, idet vi dog anerkender, at beskyttelsen i praksis ikke er helt så dårlig«, siger Søren Laursen til Homotropolis.
Især på det transpolitiske område falder Danmark igennem rent lovgivningsmæssigt, og punkter som tvangs-sterilisation før kønsskifte og en fortsat diagnosticering af transkønnethed som en psykisk lidelse er med til at trække resultatet ned.
»Til gengæld er det fuldt fortjent, når vi får på hattepulden på transområdet, for her er meget tilbage at ønske. Men det er der stort set i alle landene«, konstaterer Søren Laursen fra LGBT Danmark, der dog også er forhåbningsfuld i forhold til snarlige politiske forbedringer på LGBT-området herhjemme.
»Heldigvis kan jeg også konstatere, at på næsten alle disse områder er der allerede nu arbejde i gang på Christiansborg. Så jeg tror snart vi kan få en bedre placering«, lyder det fra Søren Laursen, der understreger, at rapporten har en del mangler og derfor ikke bør ses som en facitliste.
De absolutte bundplaceringer i rapporten og på det medfølgende regnbuekort går til lande som Rusland, Armenien og Aserbajdsjan der alle har fået minuspoint.

WWF releases Living Planet Report

?We are living as if we have an extra planet at our disposal. We are using 50 per cent more resources than the Earth can sustainably produce and unless we change course, that number will grow fast ? by 2030 even two planets will not be enough.?

Those are the scary words of WWF International Director General Jim Leape on the findings of his organizations Living Planet Report. A biennial survey of the Earth?s health, the 2012 Living Planet report found that the ever-growing demand for resources by a growing population is putting tremendous pressures on our planet?s biodiversity and is threatening our future security, health and well-being.

The report was launched on Tuesday with the help of ESA astronaut André Kuipers, who gave a poignant reminder for why the health of our planet should be the primary goal of every government.

WWF, Avaaz and Greenpeace team up to fight for the Amazon
Three of TckTckTck?s largest partner organizations are jointly mobilizing their 22 million supporters to call on Brazilian President Dilma Rousseff to veto the Forest Code bill passed by the House of Deputies.

WWF, Greenpeace and Avaaz say the proposed changes to the Forest Code would threaten recent successes in reducing forest loss and compromise efforts to tackle corruption in the Amazon region.

Already nearly 1.8 million people from around the world have signed the shared petition calling on President Rousseff to veto the proposed Forest Code, and the three groups hope to raise that number as high as 2 million in the coming days.

President Rousseff has not reacted publicly nor indicated whether she intends to fight the measure since it was passed on 25 April. Independent research organizations estimate the new legislation could lead to the loss of up to 76.5 million hectares (190 million acres) of forest, which translates to 28 billion tonnes of added CO2 in the atmosphere. This would make it impossible for Brazil to reach its carbon reduction targets, a potential embarrassment for the host of the Rio +20 Summit in June. Rousseff has until 25 May to veto all or part of the bill, or allow it to become law.

Canadian environmental orgs to Black out, Speak Out
The continued assault on the rights and freedoms of Canada?s environmental watchdogs and organizations by Stephen Harper?s Conservative government has pushed groups to a breaking point. After the government announced it would seek to reduce the ability of environmental organizations to intervene in federal policy decisions (such as the Enbridge Northern Gateway Tar Sands pipeline), Canadian groups formed a united front to fight back. On June 4, TckTckTck partners including CPAWS, the David Suzuki Foundation, Ecojustice, Environmental Defense, Equiterre, Greenpeace, Sierra Club, WWF and the Pembina Institute will all darken their websites in protest against efforts to silence the voices of environmentally-minded Canadians.

iMatter youth take on US Government in historic legal battle
Last Friday, Alec Loorz and six other youth from five US states exercised their constitutional rights by visiting all three branches of government, calling for action against climate change on behalf of their entire generation. These youth leaders are part of the iMatter Campaign, and are all plaintiffs in the Alec L v Jackson lawsuit, for failing to protect the atmosphere as a public trust. As Alec says in his op-ed which we posted earlier last week:

?But the reality is, this case is a fight between those who make money from the way things are and the entire youngest generation who will not. It?s profits vs. people; short term interests vs. the future of generations yet to come; greed vs. sustainability. In fact, we?re not even fighting ?against? the fossil fuel lobbyists at all, we are fighting for them. We?re fighting on behalf of their children.?

The concept behind their lawsuit is simple. In it, the US government would accept responsibility for failing to act on climate change, and then commit to a specific plan for climate recovery, using standards set by climatologist Dr. James Hansen. The hearing for the Motion to Dismiss was last Friday. While we won?t know the results for at least another week, the TckTckTck alliance is extremely honoured to count iMatter and Our Children?s Trust, two of the plaintiffs, among our members. Climate Impacts Day roundup
On Saturday May 5, our partners at 350.org brought together thousands of people at more than 1,000 events in more than 100 countries worldwide to connect the dots between climate change and the very real impacts of extreme weather happening right now. Some of the standout events from the day included:

	London occupiers connecting the dots between climate impacts, fossil fuels and finances, with a day of talks, games of ?extreme? Twister and film screenings.
	Underwater activists hold a banner in front of a damaged coral reef in the vulnerable Marshall Islands. Rising temperatures and increased CO2 uptake are raising the acidity of the ocean, which bleaches and ultimately kills fragile coral reefs.
	One hundred youth from the Jordan Valley, Amman, and Salt, gathered at the shores of the Dead Sea, organized by Friends of the Earth Middle East. They held balloons to symbolize the dramatic 26m drop in the Dead Sea water levels since the 1960s. The balloons were red, warning of the immediate need for action, and extended to different heights up to 26 meters, demonstrating the continuously declining water levels throughout the years.

The awareness of the risks our cities are facing is high and the urgent need for urban resilience and cities? adaptation to climate change is widely recognized. 79% of cities are noticing changes in natural hazards, temperatures, precipitation and sea level rise affecting their communities, according to a study conducted by the Massachusetts Institute of Technology (MIT) and ICLEI ? Local Governments for Sustainability. The study found that 68% of cities are engaging in adaptation planning, with 19% having done a risk assessment and another 19% planning to do one.

&quot;Cities need to build resilience, not only to climate impacts but to all kind of potential shocks and crisis&quot; - Konrad Otto-Zimmermann, Secretary General of ICLEI.

As the third Resilient Cities congress unfolded in Bonn over the past three days, it became clear that cities have huge challenges to deal with. These challenges can only be solved if cities develop integrated urban solutions based on solid risk assessments. The implementation of solutions depends on access to funds and attracting private investment at the local level, as well as ensuring that people in the local community are part of the solutions.
What do cities need to reduce risk and become more resilient?
They need the right tools, knowledge and capacity to do solid risk assessments to identify the most effective actions to counter risk. David Dodman, Senior Researcher at the IIED said: ?Effective disaster risk reduction and adaptation is offering development opportunities in the short-term and reducing vulnerabilities long-term?. Cities need guidance and exchange on assessing the tools on how to plan for resilience. At Resilient Cities 2012 UNISDR launched the handbook ?How to make cities more resilient? for local government leaders. Margareta Wahlström, congress patron and Special Representative of the UN Secretary General for Disaster Risk Reduction, said: ?Cities told us they needed an  easy to use, accessible tool to help them to get started with adaptation planning. So that is what we have put together?.

Cities also need national governments and international institutions to acknowledge the scale of the local adaptation challenge, and provide an enabling, participatory policy framework. ?Communicating risks and the need to deal with them to both national decision makers and local communities is a priority for cities and local governments to rally support for much needed local action?, said Violeta Somera-Seva, Senior Advisor to the City of Makati, Philippines.

Cities need direct access to global funding and more innovative, needs-based bottom-up financing mechanisms. Daniel Wiener, Chairman of Global Energy Basel, pointed out that climate and adaptation finance needs a reform of the global finance framework. The Environment Mayor of Copenhagen, Denmark, Ayfer Baykal, underlined: ?Resilience is a great market opportunity, as cities are the customers of innovative solutions from the private sector.?

Assessing risks and mainstreaming resilience into urban planning are also essential elements to create a more certain framework for private investors and funding at the local level. Cities are complex social and economic hubs requiring equally complex planning. Infrastructure constitutes the backbone of a city and it needs careful planning and management to ensure the city can operate in a smooth, sustainable and resilient way. There are many aspects to this but the role of city logistics was highlighted as an often neglected one. ?Local governments face the challenge of balancing consumers? increasing appetite for goods and services within cities, with increasing scarcity of supply and the need to respond and react to unforeseen shocks to the system. Good logistics principles become part of the system that balances these demands?, said Martin Brown, Program Director, CityLogistics, Deutsche Post DHL.

Last but not least, cities need to tap into the local knowledge and capacity of their communities to deal with and mitigate the risks they are facing.  ?There is no resilient business without resilient communities?, said Peter Gruetter, Distinguished Fellow at Internet Business Solutions, Cisco Systems.

Police have detained Nicolas Bazire and Thierry Baubert for questioning over the legality of commissions from French arms sales to Pakistan and Saudi Arabia. Reports claim that it was an illegal funding way back in the 1994-95 presidential campaign.
At that time, Sarkozy was Balladur&amp;#8217;s budget minister and presidential campaign spokesman.
Nicolas Bazire on the other hand, was Mr Sarkozy?s witness during his wedding to Carlo Bruni back in 2008. Bazire was also the chief presidential campaign manager in the 1994-5 presidential campaign.
Thierry Gaubert on the other hand, was Sarkozy?s head of communication.
When Jacques Cirac eventually won the elections, he stopped the payment of commissions wit immediate effect.
Judges in a separate investigation are probing whether a bomb attack in Karachi in 2002 that killed 11 French submarine engineers and four others was ordered by Pakistani officials angry at losing out on promised bribes.
To investigators and judges, Helen Gaubert had mentioned her husband&amp;#8217;s involvement in a possible illicit funding of the campaign of&amp;nbsp;Edouard Balladur&amp;nbsp;from 1995, talking about
 trips to Geneva with her ??husband&amp;nbsp;Ziad Takieddine&amp;nbsp;, and discounts of money to&amp;nbsp;Nicolas Bazire&amp;nbsp;,
 campaign manager of former Prime Minister.&amp;nbsp;MM.&amp;nbsp;Takieddine Bazire and were also indicted by the judges.

Disaster losses in many low-and middle-income countries are likely to rise faster than economic growth unless governments change their economic policy to take account of increasing disaster risk, warns a new guide from climate experts.

Damage caused by disasters, such as floods and earthquakes, is outpacing wealth creation and efforts to protect people and assets in many places, according to the briefing from the UK-based Climate and Development Knowledge Network.

&quot;Economic exposure to disasters is increasing faster than per capita gross domestic product (GDP), and the impacts of climate change on the severity and frequency of hazards will accentuate existing trends in disaster losses in the future,&quot; it says.

&quot;While support for effective disaster relief and recovery must remain, there should be a greater emphasis on proactive efforts to reduce risk, based on comprehensive risk assessments and the integration of risk-reduction measures into national economic and development planning,&quot; it adds.

The study notes that 2011 was the costliest year on record for disasters, with estimated global losses of $380 billion. The most expensive events included the Japan earthquake and tsunami, floods in Thailand which affected industrial areas, and extreme weather in the United States.

Average global economic disaster losses have risen by 200 percent over the last 25 years adjusted for inflation, the paper says.

            <description>After a complaint from scientists, the Thionville program has opened an investigation of an incident in January at the Cattenom nuclear plant
On February 6 this year, the Nuclear Safety Authority revealed an anomaly in the pipes for cooling fuel storage pools of two of the four reactors of the plant located near the Mosel River, near the border between Luxembourg and Germany.
Basins, which are stored fuels, and can be used at the heart of the reactor, could be emptied by an accidental phenomenon like siphoning or incorrect operation of certain valves that control the injection of cold water.
Though the problem was resolved, the NSA is not going to take any chances in order to avoid potential consequences.
Incidents can ?have a significant impact on the safety of the facility,? according to the Nuclear Safety Agency.
Florian Kraft, head of the Strasbourg division of NSA, has blamed the concerned authorities for not informing about the incident earlier.
?Although the difference was detected in December 21, 2011, you did not inform NSA orally by January 13, 2012 and written by January 18, 2012,? said Kraft.
This offence is punishable by a one-year term in prison and 15,000 euros fine.

Germany has put the brakes on plans to use hydraulic fracturing, commonly known as fracking, to extract natural gas in places where it is difficult to access, such as shale or coal beds. Environment Minister Norbert Röttgen and Economy Minister Philipp Rösler have agreed to oppose the controversial process for the time being, SPIEGEL has learned.

Sources in the German government said that the ministers were &quot;very skeptical&quot; about fracking, which injects chemicals as well as sand and water into the ground to release natural gas. &quot;There are many open questions which we will first have to carefully examine,&quot; Rösler told close associates.

With their stance, the two ministers are opposing plans by energy companies to use the fracking process to tap into deposits of natural gas in shale, especially in northern and eastern Germany. In order to access the gas, the shale needs to be fractured using a mixture of hot water, sand and chemical additives, some of which are poisonous. Environmental groups reject the use of the technology, saying that the chemicals used can contaminate drinking water.

Solar power became the most-installed energy source in Europe last year for the first time as subsidies drove investment to records, the European Photovoltaic Industry Association said.

Installations of photovoltaic panels in the region surged 63 percent to 21.9 gigawatts, surpassing all new wind and gas- fired power capacity combined, a report set to be presented today by the trade group shows. Wind and gas plants connected in 2011 amounted to about 9.5 gigawatts each, it said.

European countries installed 75 percent of global capacity, benefitting from lower panel prices and guaranteed premiums for the energy. As they have for the past decade, photovoltaic markets again grew faster than expected both in Europe and around the world, according to EPIA.

Global installations reached 29.7 gigawatts last year, compared to 16.8 gigawatts during 2010, the new report shows. Italy andGermany accounted for 60 percent of this market with 9.3 and 7.5 gigawatts, respectively.
